The Healthy Homes Standards set clear requirements for insulation and moisture management in rental properties. For insulation, all rental homes must have ceiling and underfloor insulation that meets the minimum R-value standards, and where an enclosed subfloor space is present, an on-ground moisture barrier must be installed.
